What we have here is a fresh to market Longines Hour Angle watch with a extremely rare fixed bezel, similar to the Longines ref.4356 Weems second setting watch. This watches are believed to be an evolution from the Hour Angle. Featuring a rotatable central dial allowing the seconds hand to be synchronized with a reference clock.  

At sea and in the air, readings for celestial sights such as constellations were taken using a hack watch, which was set to the ship's chronometer. However, it was challenging to set this watch exactly, meaning that its time differed slightly from the chronometer, which resulted in a slightly inaccurate reading. Weems noticed this problem and created the Second Setting Watch to overcome the accuracy issue, as the seconds could now be set at the right moment using the movable center dial and thus generate an even more accurate reading than before. This watch however, has the second setting function and also the 180 degree ruler that represent that every hour the earth turns 15 degrees, we also have the red ruler inside the rotating dial that represent the same 15 degrees in one hour. The watch in theory is a a completely functional hour angle watch.
